It depends. There are some games where the faster one will deal more damage because of procs or enchantments are base damage and not weapon based. Damage if anything else.

Staff is great because the extra MP makes your gravity attacks stronger, and you can one-shot dark balls with it by the time you get to hollow bastion.

Shield is still the best choice, because having 2 extra slots for mega-elixers cannot be beat.

Depends on the RPG.

For example, in games like Phantasy Star Online, stronger classes and weapons are the absolute best.

In fast-paced RPG's, you may find yourslef using a faster weapon simply because survivability is higher.

Weapons that look cool, but suck ass can be made to be better in certain games, so there's thay as well.

So to re-state what I said before, it depends on the game.

Unless you're one-shotting mobs without crits, speed wins. If you're one-shotting mobs, then you're either in an under-leveld zone or the game is casualized garbage.

I play defensively in every game, nearly support like. I main Bowser in smash, I play tank characters in MMOs and focus on health, and in survival games I go for heavy armor instead of weapons. Dont know why I play like that.

Depends entirely upon mechanics. In a game with absolutely no defense factors, speed will always win, in a game where the opposite is true, damage wins usually. The problem comes after that; what is the monster weak or strong to? can they evade attacks? can they 1shot you, which will require you to sacrifice damage for defense or HP? Is the game pants on head retarded like Star Ocean 4 where crits ignore 100% of defense and all attacks that aren't crits in the highest difficulty do 1 damage?

Assuming the overall dps is the same faster is almost always better then higher damage. Damage is more stable for sure and depending on the game you can may get more procs or interrupt more of the enemy's actions.

PVP is where it's arguable since burst damage can make a world of difference.
