Most of those characters don't have the star power that Smash has, most of their big IPs have no roots in sidescrollers so trying to shoehorn them into Smash's formula is stupid, its not something that would really interest Microsofts audience and there's no point in trying to arrive late to a battle that Nintendo already won in the late 90's.
Playstation All-Stars showed what happens when you try to lazily clone Smash without thinking things through.

PSAS wasn't lazily done, it wasn't a direct clone and people didn't like that, hense all the shit it gets. It actually has nice combo based combat that felt nice to play, the only fault (besides the roster) was the balence of some characters. But only about 5, the rest of the cast is pretty balanced.

Halo Reach introduced new weapons, and power ups, Noble 6 would not be a clone. And Rookie can use weapons that Chief wouldn't have in his moveset, and could include calling upon his other squad members
