This is where it goes wrong. Without shitposting, Japan makes great games. But groundbreaking? No. The last couple of 'groundbreaking' games were made in the west. The Last of us (even though a lot people here dont like it) The Witcher 3 and Undertale (same as TLoU) are prime examples. Japan makes quantity over quality. Look at all their upcoming games. Maybe Dark Souls 3 will be something different, but games like Star Ocean 5 and Ni No Kuni will probably be average to good games. Yet will be praised because they were made in Japan. Most people can't start their own business to develop their own games. If you want to develop a game, you will likely flock to one of the companies that already have infrastructure to release games. This means that for any given country, there will generally be the same amount of AAA publishers and development companies. Only the indie scene vastly differs, which is why the US globally dominates the indie market in sales.

Western developers want games to be Hollywood movies. As such, they're constantly trying to be as "cinematic" as possible. They don't play on the strengths of the medium, and they let it limit their artistic vision something fierce. To make things worse, they hire b and c-tier writers who don't even like videogames.
They're also confused about what made Call of Duty so popular, and try all sorts of dumbing down tactics to try to appeal to the DSPs of the world. I'd argue that CoD quenched a thirst for a FPS that was based on modern military, which was a lacking genre when CoD4 came out, and entrenched themselves by being the first to catch on. They picked out the wrong message from its success.
Japan doesn't care about games being Hollywood. As a result, they try to make good GAMES, rather than making shitty interactive movies. Their artistic vision is also quite a lot more open, as its not tied down by an attempt to emulate live action.
