Ness and Lucas share the same up b, down b, and up a. Their side bs are completely different in function. All of their other moves are entirely different.
Mario and Luigi share the same neutral b, uair, nair, bair, and down and up smash attacks. A bit more than Ness and Lucas, but still overall different.
Roy and Marth share the same down smash, side b, and uair. That's it. And when you take into account the polar opposite sweet spots, they're even different.

The ANN one is the only accurate one, and even then only the first sentence is really needed; the rest is all pedantic to try to justify the use despite not actually being a useful term. Also, "manga" is more similar to the term "cartoon" in that it encompasses all drawings, whereas "anime" is quite literally the English word "animation" and refers exclusively to such media. As in, they advertise the new "TV animation" based on that popular comic. Incidentally, CGi is anime but not manga because it's not drawn, while it is still considered a cartoon. It shows that, despite having the same literal definition, the two terms have different histories.
Incidentally, they also use the English word "comics" almost exclusively.
