Sonic 3 and Sonic & Knuckles were originally supposed to be one game. Due to cart limitations, they had to split it into two. The cartridge for Sonic & Knuckles had lock-on technology; attaching the Sonic 3 cart to the Sonic & Knuckles cart allowed you to play the two as a single game, called Sonic 3 & Knuckles.
It's similar to what happened with Golden Sun.
Sonic 3 & Knuckles adds better levels to Sonic 3, making it go from mediocre to awesome
If Sonic & Knuckles had a hard save feature I'd play just that on its own. Sonic 3 is mostly bad, like half the game is bad
