the biggest lie for me will always be about how dynamic the radiant AI would be.
He overhyped the shit out of it, telling us about how it would do all this stuff that never happened.

As far as I know they tried experimenting with greater autonomy for the NPCs, but emergent behavior always fucked it up in the end like some NPCs getting stuck or bandits killing them fucking up the economy. A type of sandbox game with heavily free-roaming AI needs to be almost totally redesigned from the ground up to be viable. This includes the radiant shit so it can process and understand events in the world within a proper framework. Maybe Todd thought when he hyped it (which was a bad practice nevertheless) that they could implement some nice shit, maybe it looked like that they could. More than likely that it was the more practical tests that made them wrong.
