SH follows tabletop rules and works well.
SH: A is it's own thing with a lot of extra content, but is also filled with bugs, which only one person is trying to deal with.

IIRC Emps was created mainly because reincarnation was getting increasingly harder (because Chaos, deamons and such).
It's been at least 40000 years since then. I doubt that anyone at this point (save some eldar) knows reincarnation was possible for psykers.
