I thought internet here in Canada was bad because we started getting widespread bandwidth caps before the US did (and we have a problem where our providers aren't an oligopoly like the US, but most of them lease their lines from the same company so they might as well be), but our caps seem a lot more lenient than yours. With my ISP it's only $5 for every 50GB if you break your cap, or $15/month extra to remove the cap entirely.
