Because they never got another writer like Chiaki Konaka again. If you don't know who that is he did the episode in 02 where the shadow creatures wanted to kidnap a bride for the deep ones. He was also involved in Hellsing, RahXephon, Technolyze, Serial Experiments Lain, and an adaption of Shadow over Innsmouth and a bunch of other less notable works with similar tones.
A season like Tamers doesn't really mesh with the rest of the series and for another one to capture it's spark they either need to leave behind staples of the series like "Digimon never die" or build another season from the ground up instead of some hybrid that takes bits and pieces of other seasons and tries to get it to work.

Why would you pick Palmon or Terriermon, and branch it out 3-4 times just to get into Hagurumon's line, when you can just get Hagurumon? Chances are, you aren't going to branch out much until late and post game. It's far more beneficial to get a new Digimon and go with whatever lines it has, and maybe branch it out 1-3 times during your playthrough.
