Fatalities was shit, but generally the entire game looked budget as fuck. Character creation was so fucking awful. (Original content, do not steal)
And to be fair, Midway wanted the MK team to rush out Armageddon so they could try their best to recoup some funds. I remember they had tried to compensate with the Armageddon site that released bios for each characters to tie in what happened with them. It died as they were moving into MK vs DC if I can recall
