I liked it, the business mechanic gave it a bit more long-term interest for me, and the new cars were cool.
Vic Vance is probably the most badly-handled protag in the series though. He's pathetically weak-willed and gullible, and they try to make him out to essentially be a good guy at heart which doesn't work at all with the typical GTA gameplay
