both kinda, attackers do rely on their thermite or shield guy to do their job and coordinate a breach
while defenders need everyones barricades and stuff and the body armor from rook and all the little gadgets help out.
When it comes to the action phase you can have a guy on cameras calling out enemy positions or someone lurking in a different room than the objective room.
The objective itself (hostage/Bomb/Area securing) rarely ever matters and just creates a central point for guaranteed conflict
