You seem to be missing something: In Episode 1 he was insufferable. It wasn't just 'a few scenes', he was a main character with the rest of the cast.
The reason he disappeared from EP2 and EP3 is because of the massive negative backlash toward his character. He was supposed to stick around as a main character and follow the Jedi as an outside political observer.
That got shut down right quick when staff threatened to leave.
