Miller was supposed to be the 'angel' on Snake's shoulder, with Ocelot as the 'devil'. But each and every time, Ocelot winds up sounding like the man with the right idea and Miller comes across as an asshole.

He's all pissy about missing an arm and a leg, but gets mad when someone suggests prosthetics. Venom has an arm that functions perfectly, and in an early mission you recruit a bionics specialist. There's no reason for Miller to be a gimp, but he actively WANTS to be bitter about it.

They needed to act as if they were actually going to go ahead with the hit because the client would be receiving the mission recordings as evidence before they get paid.
He doesn't want the kids on the base because he's worried about them being groomed for service or getting killed in an attack, Miller had a very hard childhood and having children around reminds him of the bad times.
