Consider this. We never got the God Eater DLC for Zestiria. It only showed up on the american PSN for PS3 for an hour or so. But was taken down shortly after.
But they translated that information before starting Alishas DLC. Which makes me think that they are withholding the DLC for GE costumes until they announced GE2RB.
