This is 100% false, artifacts don't scale down in PVP, and average ilvl is still counted to scale your gear. Everyone is not on the same level.

Honor and Conquest currencies are gone!
You now earn Honor Points to increase your Honor Level, granting access to more of the PvP talents, as well as Gold and Artifact Power.
In PvP instances, you use a stat template for your class and spec, all of your gear is nullified other than the Artifact.
Your average item level increases your stat template by a percentage, a 25 item level difference between two players results in a 2.5% difference in stats.
These stat templates allow for better tuning, allowing the team to balance for PvP and PvE independently.
The strongbox system worked well, so something similar is coming in Legion.
You will earn gear from completing battlegrounds and arenas, with quality based on your rating for rated matches.
There is no PvP specific gear, so the best players in both PvP and PvE content will be able to earn the best gear.
The end-of-season PvP awards are given separately to the top percentages of players in each faction, instead of in relation to the overall player base.
There will be shorter and more frequent PvP seasons.
Resetting your Honor Level once you reach the cap gives you a Prestige Level.
Earning Prestige Levels gives you a badge on your nameplate, unit frames, and scoreboards, as well as a title, wearable faction pennant, Artifact skin, a mount, and pet.

I'll never forget grinding Alterac Valley a sickening number of times to get all the Season 2 pvp gear with honor points so that I'd stand a chance in season 3.
I'm glad they're doing this. The grind is still there, but it seems like people who aren't compulsive will only have to do a very manageable grind once (if they intend for you to do this shit like 10 times, surely one round by itself isn't TOO bad, right?) and they'll be at full power.
But then again, I haven't played since the Throne of Thunder patch. So I guess my opinion doesn't really matter any more.

There is no pvp tuned gear, just like it was in Vanilla (rank 14 gear could be used for pve as well). By winning rated bgs and arenas you receive raid tier gear - depending on your rating. Nothing bad here. When you gain max honor level, you can reset it to keep things challenging. By doing so, you are rewarded with cosmetic stuff. That's the best mixture between the first and second honor system.

It's always the endgame where they fail. The stuff they add is usually pretty neat until you reach end game and things become stagnant. Farming raids week after week doesn't entice many people anymore and for those who do enjoy that content there just isn't enough of it in the expansion to justify the sub and price.

I've been wondering about WoD, it was hype as fuck after being announced and for much of the time after, then it began on a slope of shit during alpha/beta and released as what we have now. What happened? This was different than just a bunch of cut content like wotlk or cata, it was like there was a complete development shift. Pardo quit during/after development, so I think that had something to do with it.
Now, look at Legion, tons of steps in the right direction, and we're nearly into beta. When beta hits, we'll know for sure what's slated for release and what isn't, but due to a bunch of pretty explicit blog posts, we can get a good idea of what they're aiming for, and it's very progressive in terms of game design. Major class overhauls, a complete PvP overhaul, persistent weapons, sincere attempts at dynamic end-game content. What if they wanted some of this for WoD but there was too much internal strife to get any of it worked on? What if this progressiveness was what drove Pardo off and killed WoD in the womb?

Ashran and Garrisons aren't terrible, but they are not going to carry the game for 2 years. Garrison is basically a mobile game within a game, but unlike mobile games the rewards for waiting are not really enticing at all and leveling up followers and getting them better gear is just not all that fun.
Ashran is more personal opinion, some people really enjoy it and others really think its shit. I think its pretty neat, but I can't play it every single day.
Also the whole flying debacle really pissed people off. I still can't fly in Draenor and it is arguably the place that would benefit from flying the most. I cannot stand the map design and cliffs and elevation changes literally everywhere in WoD.
