Persona Q is the only one on the 3DS and you CANNOT start with that, it's a crossover game and basically requires prior knowledge of either 3 or 4.
Emulate Persona 3 or 4, they're both good. The Vita enhanced port of 4 is the best gameplay-wise in terms of streamlining and gameplay optimisations, but the original Ps2 version is fine. FES is the best version of P3, while the PSP port removes the cutscenes but has the better gameplay of 4. Your choice.
