Yeah, the last couple DLC characters weren't really the more cartoonish characters, they were more humanoid anime-esque so they'd be more easy to incorporate in a short amount of time.

Inklings would certainly be the better choice over FE but the 3DS limits and wanting to advertise Fates for the west and for paid DLC reasons probably got FE another spot.
