Does anyone else have a problem with the way dodging in Smash 4 works? It seems like every match devolves into the opponent and i dodging behind each other's backs through the whole stage, only for the opponent to smash attack me somehow.

yes, smash4 is really defensive and 9 out of ten scenarios the best move is to wait until your opponent attacks

Dodges can be punished when you come out of it.

Duh. But every time I try to punish a dodge, the opponent ends up dodging again, like it was no big deal. I honestly can't tell what I'm doing wrong.

Do faster moves, you generally can't punish dodges with smash attacks.
walk up, wait for the forward roll, turn around and grab / jab / a fast tilt

Time to get git gud. I've only ever had that problem with spot-dodging at the ledge while fighting CPUs, and even then I get out of there before they punish me.
Op here. You know what I think the problem is. I can't find a lot of enjoyment with sm4sh so I don't care too much about progressing and gitting gud. If I found more amusement with this game, I might learn how to dodge and punish better, but the online in this game just makes it so not fun. Literally every character has a rinse and repeat tactic that is used over and over again. Even Cloud, who was released, what, like yesterday, has a typical combo everyone uses. (jump to forward aerial, down A on the ground, up aerial x3).

The best way to fix the issue would be to make rolling grab vulnerable
