Those games are extremely cinematic, just not in the cutscene/scripted scene way that modern games do it.
Last Guardian makes use of cinematic camera placement during action sequences like SoTC
Persona 5 and Disgaea have cinematic attacks with long animations that make up the majority of your time playing and help give a sense of impact to the attacks.
Nier is also pretty cinematic for having a mix of both.
Kojima is good at doing the type of cinematic games that are similar to those instead o the modern AAA gaming kind, despite the "movie game" meme.

No. When it comes to the publisher / developer relationship it's easy for Sony to throw a bone to Kojima and let him release on PC because it'll increase his projected sales and and ability to build hype, while not necessarily cutting to hard into their market share. Sony wants to dominate the console space, wants to see MS and Nintendo lose market share so they can bill themselves as the de facto console experience. They understand that PC is a market with separate users with different tastes.
