If you attack her, Garl alive or not, she will use God's Wrath. She only hara-kiri's if you speak to her after killing Garl. You don't get to just lay into her face and her not try to give you what for.

That's right. Demon Souls has a meta story behind it.
All the heroes in the land, which are NPCs, has stats and deals damage that you can never reach, no matter what, but can't bring peace to the land.
But you can. because you are a human player, and can learn from mistakes from dying, while them, being NPC AIs are just run by routines.
That's why all the bosses in the game has some sort of gimmick that is exploitable.
Demons' Souls meta story is that the greatest weapon is the human intellect and capability to learn.
