Yes he can. Sakurai can at least be a good game designer as far as fun and unique game mechanics and controls go. No other game does what Smash does in terms of controls. He can be a good game designer if he wants to, he just needs to stop reutilizing concepts from other games - they don't always work.
As far as roster goes, he has the right idea of choosing characters for the sake of gameplay. My only problem with him is giving too much priority to recent characters instead of celebrating Nintendo history. If there is to be a new director, I want them to be a huge, hopeless Nintendo fanboy.

He came up with Melee's design. I'm sure that Smash and Melee were a product of Sakurai and the rest of HAL and not just him and Iwata, but Sakurai's still a good designer. Don't forget Kirby, Meteos, Kirby's Air Ride and Kid Icarus. He did plenty of innovative shit. Harada wasn't even the one who came up with Tekken's initial game design, and Tekken has evolved very slowly. It's still a very difficult fighting game for anything besides mashing.

The foundation of Smash 64 was literally made by Sakurai and Iwata. You mention Air Ride and KI but honestly they are two examples of Sakurai's bad decisions. They are not bad games at all, but largely flawed.
