This. It's also an online poll which you can vote multiple times. If your character didn't get in it means you didn't bot hard enough or your character was from a fucking indie game.
I have a theory that the ballot was entirely to prove themselves right.
the new characters were all decided way before now, probably in development at the same time as the rest of them.
but they did the ballot thinking they already knew what ones would be at the top of the list, and a few surprises to round it out.
think if this ballot was done for melee instead? Cloud and Ryu would have been right at the very top of that list, they probably have been asked to put in cloud for ages. they just assumed that those two were gonna be at the top of the list again.
bayonetta was a "surprise!" of someone they expected to get a lot of votes because of how well it sold.
Lucas, Roy and Mewtwo were obvious as well because they are some of the most popular ones that didnt return.
and Corrin was just them banking on the next fire emblem being as popular as the previous ones.
So everyone voting for shantae, and shovel knight did nothing at all, they had no chance at all to get in because the decision was made before they became relevant or existed.

I honestly think that they attempted him but failed and so threw out the costume. There is no other reason for them to have had an all-new model and design when they could have used his trophy's like they did for Chrom, Mega Man X, etc. Plus, they clearly were taking popularity into account.
Now that the results are out, I'm guessing that we're eventually going to get Sakurai's reasoning for not being able to pull him off like we did with Ridley. Despite him apparently honestly trying, I guarantee that everybody is going to just complain and call him a lazy hack anyways.

A few months back, a podcast was held with an NoA employee that resulted in the employee being fired for breaching NDAs. In it, he stated that he knew for sure that Smash's online community represented a vocal minority. How can someone like him be so sure? Only explanation would be if he had some sort of statistic available to him, like a ballot. This is easy to put into perspective when you realize there are 10 million copies of Brawl sold, but maybe 10,000 people that have been participating in online discussions and polls on sites like Smash Boards which we have been using as a barometer of the ballot results. The announcement of the poll was ultimately covered by all sorts of publications, both mainstream gaming (IGN, Gamespot, etc) to tech blogs (Wired, Gizmodo). This meant that larger 10 million was being reached just as well as the Smash community. Bayonetta was also a popular character for inclusion before the game's actual release, so the fanbase was there to begin with.

I forgot to mention the bitch said I was wrong because Cloud wasn't popular enough and that he must be pre ballot because of that (the ballot wasn't about popularity as it turns out). Also this fits in with the theory that Sakurai chose ballot picks early and disregarded the rest because it would at least take 5-6 to develop a character. With Cloud being released this month, he must have been worked sometime in late spring.

And seeing how simple and short a process it was to vote many people with only a passing interest in smash may have voted for a character they feel would make them want to play smash. Many fags could troll by voting for something stupid that can't be in the game.
Of the realizable, negotiable characters that the US voted for (as in, he had to cut out the stupid manga, meme or animated characters large groups had voted for) Bayo was in the top 5, beating out series vets. In Europe she was the top voted and world wide she was the number one most voted for character.
It's important to think about that logically. She was the top European pick and in the top 5 of realizable US characters. We don't know who Japan picked (my guess is that they're number one wasn't close to being top on any of the other areas BUT they did ask for a FF character a fuck ton and the most asked for FF character got in). Be with the overlap of being number 1 in Europe and in the top five for US gave her the most votes of any character.
Even if a character like SK and Shantae where in the top 5 or were 1 and 2 in America ... they would still have to be fucking high in Asia AND Europe to compete with European number 1 and top 5 American pick Bayo.
If anything there's likely just not a lot of over lap in characters that the main power house regions wanted other than Bayo.

For example Ike is supposed to have goddamn sword beams and Sakurai said he tried it but decided it didn't work so he slapped fucking eruption on Ike instead.
Come today, look at Cloud he has a fucking sword beam for his neutral special that would be worked just fine on Ike.
Sakurai has contributed a lot to smash but I'm ultimately tired of his bullshit. I want him gone and someone else to finally get a chance with the franchise.
