That's pretty misleading. At the start of the game you're pretty weak with few abilities and it takes time to get into the rhythm of the combat. By the end of the game, sure, you're a fucking badass ghost that wrecks with all kinds of abilities and you likely have the combat down too. I found the combat to be pretty fluid and enjoyable, but then I never played any of the Arkham or Asscreed games.
God simulator where you run around and kill uruk's, and the uruk's have a dynamic hierarchy you can influence. Its pretty ok.
