The flash sales and shit weren't gaben being kind and forcefully discounting everything to crazy prices, the maximum discounts were always set by the respective publishers. Now publishers can just to set their maximum discounts from the get-go rather than playing a popularity contents for maybe getting an 8 hour window at their max discount.

It's up to each individual publisher, Valve never set the discounts any way. Even flash sale discounts were manually set by each publisher beforehand.
I think they analyzed the data from previous sales and discovered most people would only purchase something if it was a flash/daily. So deciding not to be assholes they just scarped the whole thing. Though it takes away from the 'trill of the hunt' I would rather focus more time on Christmas anyway.

Some publishers still did really good deals, but there was also a pretty large upsurge in the shitters raising prices just before the sale so the "discount" didn't cost them as much.
