I like the Thalmor and all but it makes no sense for the Thalmor to let you in unless you're an Altmer. I can see why Bethesda wouldn't want to make a faction limited to one of ten races.

They don't even know if Lorkhan would simply cease to exist just because he isn't being worshipped. He could simply continue to be because he existed in the past.
Altmer "believe" in the Doom Drum themselves, they blame him for the loss of their divinity after all. That acknowledgement alone should keep him in the mortal plane. They'd have to forget about him altogether, but that could only be achieved once they forget about their goal of becoming gods again.
They're pretty much trapped in a paradox.
