While there is no romance between them in the game, he became Lightning's best friend and literally her savior.
Basically Hope started as a useless whiny bitch. When the gang got separated for a while in the first game Lightning was stuck with him. He realized he was an useless shit so he asked Lightning to train him. She let him take the lead for a while and taught him how to fight so at least he can defend himself.
Eventually Hope told her about what happened between Snow and her mom, and his plan to kill him. He was starving for revenge and Lightning gave him advice, but still she let him choose his own path. Later Hope understands it wasn't Snow's fault, he matures a bit and stops being a whiny bitch. Lightning is proud of him.
In the second game he became one of humanity's leaders and their only hope for survival, but he never got the chance to interact with Lightning, though she was watching him.
In the third game there are two Hope: The fake one made by Bhunivelze (the one in the Ark) and the real Hope (his soul). Almost at the end of the game Lightning meets the real one. Hope was worried about what was going to happen to him (he was Bhunivelze's pawn) because there was no way for him to be saved and be reincarnated into the new world along with everyone else.
After defeating Bhunivelze, Lightning rescues his soul (it was inside Bhunivelze) and tells him to move on to the next world, but she had to watch over the world so she can't go with him.
Minutes later when she was being swallowed by the Chaos, she finally breaks down his cold facade and admits she wants to be saved too, that she needs help. Suddenly a ray of light appears in the darkness and a hand saves her. Who was it? Motherfucking Hope. He didn't went ahead like she told him, but stayed behind with her.
She cared so much about him she even rescued his soul so he could live again and that one last act of kindness is what saved her at the end.

Lightning's voice actress is weird. Her voice is fine, and typically she's spot on, but every now and then she manages to take a piece of completely innocuous normal dialog and deliver it in such a way that it sounds absurd and cringeworthy.

If you can get past the dodgy performance 13-1 and 13-2 have, do it. 13-3 runs amazingly well.
Despite what people usually say, the story is fine. The fact they had 3 games to tell the whole story helped a lot. The story was told properly and didn't really left any loose ends. I enjoyed all three games. The first two games lasted me around 50hs and the third one 30hs, but nonetheless it was enough.

This is sadly due to the amount of casuals who were obsessed with how linear the first game was and the amount of infodump it had. They stopped paying attention to the story when they saw all that text and just enjoyed the battles, so they ended up misunderstanding or not understanding the characters and the plot at all.
Until this day there are people who still believe Lightning is some frigid bitch who hates everyone. Couldn't even be more far from the truth.

Battles, menu and outer world had different frame limiters, causing your FPS to be all over the place when switching from one to the other unless you cap your FPS at 30.
