The race kinda sucks since it just boils down to memorizing the order of the obstacles. At top speed you can't react fast enough and you can't miss more than two inputs without losing.

I personally beat the whole trilogy for the first time myself last month, on PC.
The second game's prettier and a bit smoother to play than the original, but it's very short. If you're into plot and the characters, it's a neat, obligatory chapter. Almost like a fucking Prologue for the Pirate's Curse.
Now, P.C. is just great. It has the most new stuff, is decently lengthy, and in general is just fun.

I disagree with you. Maybe for some duper deep simulation games it's excusable but controls should be able to be learned by playing in 95% of cases. A game like Shantae definitely falls within that category.
