As usual there is a simple rule. Don't general trust any Specs a dev throws out.
BF is a good example for this. That shit runs on 1080p@60FPS High Settings on 670GTX like mine or a 270x mid-range GPU
The Game is really damn well optimized for it's graphics actually and runs well on a lot of hardware.
It's just that the games shit and PC guys don't seem to eat it up like PS4 people do.
Game didn't had a big community for it to begin with unlike PS4.
