Dark Arisen gives you more points you can place to travel to and an unlimited use item to travel with if you had an original save...that you would then lose upon starting a fresh save.
Along with your other bonuses.

Funfact. The warp crystal in Gran Soren and the warp crystal at the starting town both ALWAYS have a ferrystone next to them every time you warp to them.
And as long as you carry a warp crystal on a pawn, you can place it in the middle of a dungeon, warp to town, sell your stuff, grab the extra stone, and warp back, then pick up the crystal.

I think that makes perfect sense. Also BBI isn't hard enough that it matters what you use. Played as a fighter using the chaos set and the sword the dragon drops not even upgraded and I got through fine. Stats really only make it a little faster to kill things but if you're magic archer or magic knight either way things are gong to go down fast as hell.

Sorc gets shit HP gain.
There's no misinformation being spread.
You could get rings in BBI that give good HP gain to offset this, but that's a wasted slot. Which sucks, because ring slots are important in BBI, as they give you level 3 skills.

Yes this game has stats, and yes you get the best gains from the first 10 levels, but it's not like that makes any difference when equipment and weapons make up most of your build anyway. You could easily level sorc for 10 levels then switch to another class and do perfectly fine if you have the proper gear. Why would you even be doing BBI after level 10 though? You should be saving that for more end-game stuff anyway.

Attack: Assassin +6 and fair enough HP and stamina growth
Magick: Sorcerer +5 and solid Magic Defense
Stamina: Ranger + like 50 stamina or something but shit damage growth
Defense: Warrior has best Defense growth and +5 Attack each level

No. There is not likely to be much modding of any substance. Texture replacers, maybe model replacers. There is some potential coming out of the RE community, like changing/adding spawns, but that is likely to be limited and not really change too much, practically speaking.
Biggest hope I have is applying the carrion monster mechanic to the vanilla overworld, with it's own spawn list, but that is a really high hope. Not something I am banking on in the slightest.
Way I see it, even if I only drop maybe 50 hours in for just one more playthrough of vanilla and BBI, the 'novelty' of just playing the game again at 60hz is worth it. Anything more is bonus.

Weapons do not change playstyle quite like Dark Souls, where different weapons tend to have slight variations on moveset, so the reason to upgrade is less important.
As such, weapon upgrades are almost strictly linear. You find a better weapon, and you use it, to be replaced when you find a better weapon.
Armor is more flexible. There is some linear upgrades, but it isn't nearly so important, and you can absolutely wear whatever you want for the sake of fashion, with some considerations for defense here and there.
But to answer in a single word, no.

Pretty much every weapon in a single type behaves the same way, and the upgrades are linear. The only mixing up is that Warriors can use either greatswords (relatively quick, decent stats) or great hammers/axes (slow as shit, more damage and stagger+knockdown). Anything you pick up from the mid-late game can be made tenable by upgrading it, if you get attached to a particular weapon.
But no, it's not like Dark Souls. A sword is a sword is a sword. It only changes its utility when you switch classes. As far as armor goes, for the first half of the game you'll just be switching shit out when you find better versions, but later on you can upgrade any armor to the point where it's worth using and then Fashion Dogma begins.
