No. After Bayonetta 2 being a Wii U exclusive and Bayonetta 1 on Wii U letting you dress her up as various Nintendo characters, Bayonetta in Smash was pretty much expected as an eventuality.
Cloud on the other hand was completely out of left field. No one in a million years saw it coming and it still doesn't make much sense that it did. Solid Snake even made more sense.

Before that reveal everyone would have argued about why Cloud would never be in the game, how he signified Square's departure from Nintendo, etc.
So seeing Cloud was a huge fucking "all bets are off now" moment.

Bayonetta's my favorite addition, and well deserving from a game that's one of the top reasons to own a Wii U.
