I've found that missing stops being an issue after the first few levels. All you have to do is build your character right.
No, the real thing holding Morrowind back is the running speed. Totally kills the pacing of the game. Of course you can build that up too but the game also punishes you for running by draining your stamina, and lower stamina means lower accuracy.
