The only reason why water was an issue in the past is because a bunch of merchant took control of the water tower and extort money, in which the cap is back by water. NCR took over and replace the backing with Gold. The only reason why "purified" water is a thing is because FO 3 is a piece of shit game with a shit story where even DIRT can filter radiation out of water.

After like a few decade later, more people started using water pumps, vault systems, and wells again and water becomes common as hell. There even a giant lake that House is willing to sell to NCR, for a fee.
