As criticised as MGS4 is/was, it's still a masterpiece.
I'd say something like 1=3>4>2>V. With one slightly above 3 for me.
3 is an outstanding game and has some factors in its favour like not having to rely on chronologically previous games or having a pretty closed ending on its own. That gives it a great boost. MGS4 is outstanding but you DO need the rest of the saga to fully enjoy it.

1 3 and 4 have better cinematics but not necessarly a better story.
I mean MGS 2 is best story simply by how groundbreaking and unique it is, taking advantage of its medium the games before it and telling a bigger story while also telling the one of raiden.

If you read anything about that game the amount of content they had to cut is legendary. Most cutscenes, a big chunk of Arsenal Gear, and the whole second platform of Big Shell.

from a technical standpoint 4, from an everything standpoint, it's gotta be 2. It's just the most exciting and twisted and futuristic and gripping game, and it's really sad too when EE dies.
1, 2, and 3 are all pretty mich on par with each other. I think they can stand alone as a great trilogy. None of the other games need to exist but are nice to have.

Honestly, I feel very similar, but I'd switch Snake Eater with Guns of the Patriots.
If you played the original MGS3, not subsistence, then you'd get what I mean. And by the time I played MGS3:SS, I was already worn out of 3.
