Togepi's final form added in 4th Gen.
Its a really good Fairy/Flying Pokemon that has great stats (bulky yet with a high Special Attack) a huge movepool and an amazing ability called Serene Grace which doubles the chance of added effects from moves. Its main flaw, imo, is that it lacks a strong Fairy or Flying move forcing it into using Thunder Wave + Air Slash to stop opponents from attacking. Togekiss would be back in OverUsed if it had Hurricane or Moon Blast.

I like Dragonite but from a visual (and probably gameplay) standpoint, it's too similar to Charizard. They're both bipedal orange dragons with wings.
Garchomp is a flying landshark dragon, and unlike Dragonite, it has a Mega Evolution.
Garchomp simply has more potential for an intersting moveset.
