Really any sort of game which focuses more on style than fidelity tends to not become as dated as a game that's just graffix

That's definitely not ripped or rotoscoped. The cape physics are too shitty. The armor stretches. The wings(?) of the spear's tip aren't present in the spin. The idle animation reuses parts. He definitely used a reference but I think that's it. Maybe just the shaft of the spear was rotoscoped. Unsure.

Pixel art isn't inherently bad. Many (indie) developers use it as it inspires nostalgia and appears to be easy/cheap to make. It seems very approachable, but just like traditional 2D animation, it's damn hard to do well. It's just a stylistic choice.

We're moving forward in 3D graphics, 2D graphics are just incredibly inefficient to do at a high quality in the modern game marketplace so no one is putting any effort in.

If you're a AAA then people will expect your game to be relatively big content wise or have some really realistic graphics. With pixel art you're limited to have a game with lots of content to meet expectations. problem is high quality pixel art is expensive because you're basically getting someone to do every frame of animation for everything from enemies to chandeliers and water. It simply isn't worth their effort when 3D is much more efficient as far as content creation goes.

For indies they rely on pixel art because they aren't skilled enough to make decent looking 3D models for all the things they'd need. Imagine Undertale's starting area in Toriel's house, the content creation there is so much easier than making a 3D environment of that house. Bad pixel art is also generally more acceptable than bad 3D modeling, it's still bad but it's further from that uncanny valley.
