Also depite what Purists may tell you FFXIII series has some of the best combat that actually takes skill and strategy and not just spamming the strongest attacks like in older games.
The first game is a Linear Game that has a big open world Chunk near its 2/3.
The second game is Hub based.
You pick which timeline or dungeon you want to explore next.
Kinda like Daemons souls.
Lighting returns is a FULL open world game.
And even has leveling only when you do quests so grinding for anything other than materials and money is pointless.
It also has a i game time limit day night circle but its arbitrary and you will probably just sleep the last few days away because you done pretty much everything.

I guess I'll provide a real answer.
The characters and world will all have a history that's glossed over in a couple of seconds. If that's good enough, and you just want to enjoy the combat, go ahead. If you're big on story and characters, but don't have time to play 3 Final Fantasies, then this game is probably not right for you.
I guess the time limit feels a little stressful, but I like the sense of urgency, even though I know I'll easily finish with time to spare. Once you complete a main quest or two, it's super easy to farm big monsters for more time (and also to play with new costumes and enjoy the combat system). In every zone, there's a section where 2 EP monsters spawn reliably. In the beginning of the game you're better off running away from them, but once you finish your first main quest you can take them down with a little difficulty.

I would say no, as it's regarded as the whole XIII series, including LR is regarded as the worst numbered line in the series. Plus, you'd be starting at the end of the XIII trilogy, which is never a smart thing to do.
I would recommend getting 1,4,6,7, or 9 as your first FF if you wanna get into it. 7 is probably the most viable entry point due to it's popularity and general pacing and accessibility.

Yeah, the story is like a scifi B-movie, but I didn't mind that much. It definitely helps to play with JP audio, because the voice acting is actually good instead of everyone sounding like they're just being edgy for no reason.
Time limit is a literal non-issue. It's so easy to farm some EP for chronostasis and get some extra item drops for the fetch-quests as a side effect.
Also tiny enemies are very easy because in later days they come in mobs of 6 or so. Medium and big enemies are a light challenge that help you get better at the combat mechanics before you face bosses.
And the bosses aren't "stupidly hard" at all, imo. I can see Caius being annoying because he might take a few tries, but the others definitely aren't absurd. Plus, even if you fuck up, you're brought to right outside the fight with all your items and EP restored like they were before the fight. You could just turn around and come back with better gear later on. If you're really so bad/underleveled that it's "stupidly hard" you could just level up like any other JRPG.

Be careful about sequence breaking. I got to the final area in the wild lands main quest before I finished the first area's main quest.
