Problem with Rider games (and movies) besides having dull gameplay is that they try to squeeze every fucking Rider in there and accommodate them all. Instead these games should have a smaller focus, just base them on one show or character instead of going for a clusterfuck.
A game based on Arkham City or Sleeping Dogs where you're Double / Skull going around Futo fighting Dopants made with care and attention to that series is a much better idea than a game about 20+ Riders fighting generic mooks in a bland desert with the same three button combos.

I'd create a character action game focusing on 3 riders at most. It'd have a 50 episode plot structure like a regular rider show with a beginning, introduction of a secondary rider, the middle (final form introduction), a huge plot twist, and a the final episodes would be a wind down to the climax. It'd original rider that the player would customize so I don't step on the rest of the franchise's toes continuity wise, and the unlockables would be the two team up films, the featuring the rider currently on TV at the time of the games release in a Rider X Rider Megamax deal and the second would be an All Rider, Superhero Taisen team up featuring all riders allowing you to use any previous rider in the franchise for replays of the levels/episodes.
The actual game engine would feature mechanics usually found in platinum games, with the added benefits of cutscene finishers because, hey it's Kamen Rider what would it be without a regularly seen finishing move?
It'd be rated T or E10 because Kamen Rider.
