It was more of a fit of political warfare than it was an actual terrorist attack, IIRC it was done just for the political and media backlash rather than for the sake of killing as many people as possible. It's been years since I played but I'm pretty sure they wanted the public to know who and what they were that way the government was forced to take an immediate and focused reaction.
