he didn't get completely replaced though, Venom wasn't Big Boss, nor was he a clone or anything. The character was some random asshole made to think he was BB, and then given a surgery, they didn't change his voice.
The only reasons Hayter wasn't brought back for BB was because the character had few lines in the game, and paying an extra actor for like 3-4 lines wasn't in Konami's plans. There's probably also the reason that Kojima didn't want to give the secret away so easily.

Well, most people can't really tell the differences in a foreign actors voice if they're using inflections and whatnot. Before you even think about replying, I'd like to remind you that Metal Gear is one of the oldest vidya franchises, one of the first with an actual story, and the only one to have continued it throughout over almost 30 years. To top it all, it's been directed by its very creator all along, maintaining its integrity.
It's also spread over two timelines, one telling the story of a young soldier fighting an evil terrorist and his acolytes, the other explaining the events that led one man to because an evil terrorist threatening the whole world. And this very last game aimed to bridge the gap between these two timelines and reveal the long awaited course of events that led to the first game of the series.
If anything mattered, it was the fucking story.

Comparing stuff such as weapons and tapes compared to cutscenes is quite dumb.
Cutscenes are some of the most time consuming and expensive aspects of a game. Scedules have to line up, you have to mo-cap all the actors, post-production etc etc.
Meanwhile adding a much of guns could be done by a handful of guys who like working overtime. Konami could've tightened the noose when they were making cutscenes, who knows.
