That's why I liked Tooie, it was two actual years in the game just like it was two years from the first game's release. It felt like the world was changing and you weren't just playing the same game, in the same area. It was shocking somber, yet a nice way to progress with a sequel. You even had all your old moves with more to learn.
Tooie did its job at the time, and that's all that matters to me. Time to give it its dues.

Mostly I think it's just poor timing. Melee was too rushed to get another DK character in. There was time for Brawl and they added Diddy since he was the natural second choice. They probably could have added one to Smash 4 but by then most of the DK cast had fallen into disuse so it was kind of passed over.
Had K. Rool been the villain or any of the other kongs shown up as playable characters in DKCR they very well might have been added but I think they all just missed that window.

It changes constantly. In the first game he's twice DK's height, in the next couple maybe just a head taller. In DK64 his size varied wildly, with his cutscene size being about the same as DK and his boss fight size being several times larger than that. In basically every appearance afterwards he's roughly DK's size.

I like that a lot of the DKCTF stages tell a little story as you play through them. There's a lot of details that are super easy to miss when you're playing normally but the game looks really cool when you pace yourself slowly and look at the backgrounds.
Besides waggle, level design, and Cranky Kong, that's what really separates TF from Returns to me.
