It's shit, and I mean it's objectively shit from a practical standpoint.
The bonus to sneak and PE/AGI hardly matters because it's easy to max sneak and a single point on PE/AGI doesn't really change much.
The movement bonus barely offsets the medium armor penalty.
The auto-injecting stimpaks/med-x would be nice if not for the fact they don't use any animations if you use them manually-literally nothing stoping you from doing it yourself but better.
So all you end up with is just a minor increase in movement speed while sneaking.
While wearing light armor gives you major movement speed bonus while sneaking from travel light+Tunnel Runner, slight bonus to movement speed at all times, +5 flat crit chance and 25% crit resistance from Light Touch and whatever bonuses the armor you are wearing has (so another +5 crit chance from Joshua/Ulysess armor).
