It's fucking amazing, one of the best FF battle themes of all time in my opinion. And you know what's funny? I NEVER heard this song after all these years until I finally played this game a couple of weeks ago. You know why? Yeah, it's definitely a very underrated song for the reasons you mentioned, though OWA really is better/more memorable. It doesn't help that Bizzaro Sephiroth is really, really easy to beat even when underleveled so you likely won't be hearing the song for long.

Everything we see of Sephiroth in the game outside of the Nibelheim flashback is JENOVA cell fuckery.
The last fight against him happens in Cloud's head. Its a symbolic fight if anything, its Cloud's willpower finally flushing Sephiroth out of his head.

All of the encounters after that is Sephiroth mustering his powers on the Lifestream to create bodies and avatars for himself.

Not sure the song itself is underrated but the game isn't very good so people barely talk about its music, let's just say this is an underrated song in a popular series.
Hearing this shortly after one of the characters dies (and it happens often in this game) is depressing as fuck. Makes you feel lonely.
