You know anon, one of the biggest reasons they do that is because of data limitations. That mostly pertains to cartridge games, but that's where I hear most of the complaining.
Funny thing is, after Bamco listened to the JP only faggots for Tales of Hearts R they lost out on sales because they already translated and edited the script with a dub in mind when they decided to the voices how they were. Even then, if they had properly translated it lots of people still didn't get the game because they didn't want a sub-only game.
