I started to really get into SFIV recently, and I never realized how much of it is setplay. Get a hard knockdown, and then you have 33/33/33 mixup of a bunch of bullshit such as cross-up divekicks, command grabs, or what have you. Its actually ridiculous.
Game is still fun as fuck, but I will enjoy SFV's emphasis more on neutral game.
People who don't play fighting games won't come flocking to them be because you hid a woman smacking her ass. They don't care for the controls, they don't care for the playstyle, they don't care for the fact people are beating each other up, there are many factors people don't play them.
Also, it's hilarious that they're terrified of people being uncomfortable and offended by R. Mika tauntingly smacking her ass, but they leave in her outfit and super attack, Cammy's bare ass cheeks, Chun Li's alternate costume with generous sideboob and a thong that gets shown off constantly, etc.

I started playing USF4 recently, it's my first fighting game (well I actually torrented injustice but only for the story), and to be honest I really don't like how the game is just based around getting that one set up. Like I'll body someone an entire match and then suddenly ultra comeback. It's really irritating if you don't play those annoying characters

Footsies are there in spades, and you can shut down most of your opponents with them. Just take time to learn at least the character you enjoy playing as the most, but it is roughly more of the same. So if you hated SFIV you probably won't like SFV.
