All but one of the games you have listed have been HD remastered for the PS3.
And for that reason alone, they'll never happen. It's funny because Sony want to bring a bunch of games everyone loved on the PS2 to the PS4, but a large portion of them have already been remastered on PS3, which literally prevents (Prevents) Sony from ever doing them.
Though to be honest people really misinterpreted how big the whole PS2 on PS4 thing would be. They're just gonna add games here and there, it's not a big thing, so much so they didn't even mention it at PS Experience. Perhaps in hope the attention on it would die down, because they know it won't become anything big.

Listen, I've been playing on a Playstation since the very first ever came out (I am 32 years old). I went to PS2, and was able to play all of my ps1 games just fine. You could even use a ps1 memory card. Zero fucking issues. It was grand. I still have that ps2, and it still works, and it STILL plays ps1 games without a problem.
Why is it that in 2015, when I could watch some girl on the other side of the world finger fuck herself in live time from a 5x5 mobile computer, that I can't put a ps1, 2 or 3 disc in my fucking PS4 and play it?

You're telling me the technology that would allow a ps1-3 game to play on a PS4 is too mind boggling? It's just impossible?
I'm sorry, man. This isn't "backwards compatible". This is selling me games I already own to have the luxury of not switching around HDMI cables and play on my 4 rather than my 3 or 2.

I paid 500 for my ps4. That's plenty expensive enough to include some old circuitry from the 2/3. I can't be alone in thinking that I wouldn't mind a huge-liek-xbox console if it meant it was fully backwards compatible.

It's completely different hardware and a completely different set of instructions / boundary conditions / environment. It really doesn't matter how powerful the hardware is, the framework has changed completely.
What people don't know about software is that it takes a -lot- of effort and money to maintain. Generally the older and less stable, the harder it is to continually keep up. Game code (even the diehard classics) also tends to be hacky, older exclusive titles tend to be very platform-dependent and poorly structured, mainly because games are all about deadlines and game development is the worst sort of hell.
When a company releases a 'HD remaster' of a game there's usually a significant effort just to get the game working at all in the new framework, though at least the IP and most of the art assets are still reusable.
General-purpose emulators are also difficult to write. The complexity gets exponentially worse with more specialized hardware, more games/programs to emulate, and tighter performance constraints. The emulation community has proven to be pretty effective at what they do eventually, but it takes them a fair while to get something generally usable too, and they always have the 'get what you pay for' fallback. For a company like Sony it's easier (and most importantly, faster) to just ship a PS3 with some PS2 components and call it a day, and that's only if they think it will add value. Similarly Microsoft had to release 'backwards compatibility' by making thin ports of whatever they could which wasn't a hacky mess and fit within performance constraints, and even that took a long while.
I hear such good shit about God Hand. I would love it if it where ported over, but I would only pau $5 max for it.
