No, but first party newcomers are prioritized enough that they get worked on first before everything else. The rest all started development after they finished all the newcomers they felt they needed and that's why they got pushed back to DLC. Unless you REALLY think we should have gotten shit like Ryu, Mewtwo, and Roy in the base game and left newcomers like Little Mac and Shulk to need to be purchased as extra.
