Unless the game has a PC version that isn't run by a company that jobs those ports like EA or Ubisoft or Warner Bros, then it's a PS4 de-facto exclusive. No one wants to play the Bone for Kingdom Hearts 3, or the PS3 for P5. Why would you buy a decidedly weaker console to play a game unoptimized for it?
Either the best version is the most important, and you have to give it to PS4, or it's about accesibility and power doesn't matter, and so PC versions coming out later aren't worth the energy. You can't have it both ways.

Xbone has been finished since day one when they decided to be blatantly anti consumer instead of just secretlly anti consumer.
