Getting half an 800 page book does not mean you got two 200 page books. Especially when most of the pages of that 800 page book largely repeat each other and amount to less original content than the 200 page books.

It was but for other reasons.
It's a great game. It's the best third person stealth action game since Chaos Theory and it has a good amount of content for you to explore/play.
The problem is what MGSV was aiming for and what it actually manage to hit.
We believed we were going to get the greatest game ever made. Instead we just got an ok game.
Hype machine is the thing to blame here.
From all the articles posting during MGSV development. All the amazing trailers. All the gameplay demonstrations.
Everything created an amount of hype and expectation that we only see with games like Half Life 3.
And then the game was released.
from the 5 areas promised we got 3. A lot of compromises were made like the removal of an entire chapter.
The story that is still incredibly ridiculous.
The game was a disappointment because it wasn't what we wanted it to be. A gigantic, deep game showing how BB became the villain we all know.
This game wouldn't be such a disappointment if it wasn't a MGS game. Or if it didn't had that hype machine supporting it.
If it was marketed the same way Peace Walker was, no one would be that disappointed with it.

In fact, all the criticisms I have with the game are just story, and I still had a tonne of fun with the game and continue to now, because it is a damn well made game, just not a story.

Honorable mention to Paper Mario: Sticker Star going from a sequel to Paper Mario: TTYD to some puzzle adventure game with barebones story

The story is what seems so unfinished though, the gameplay is some of the most refined I've every played. Like MGSV controls and plays so fucking fluidly, and the camps are detailed and a lot of fun to infiltrate, and there are fucking tonnes upon tonnes of weapons and equipment. Story left a sour taste in my mouth, but dear god the gameplay is the best in the series by far.

The waiting meter for RND is beyond even peace walker levels though and arbitrarily increases the play time. Afghanistan, particularly early, is full of invisible walls and cliffs forcing you to to travel around like sailing in windwaker in nearly every mission there. While I can admit the skeleton of the game is there, the mission variety is not so even though you have all these tools, you only excercise maybe two options tops to tackle any area. You also have to admit, it would have been a far better design decision to have chapter 2's difficulty mods be options for the chapter 1 missions.
