no, because instead of having a quest that branches off depending on how you skilled your character just to get the item (like tracking down different parts and use repair or settle a dispute using a speech check and getting a reward, or having high luck and winning a contest for the item) would be too hardcore. you can just walk by radiation from the getgo and it just works desu.
